Mr. Donaher specializes in complex commercial litigation, antitrust and trade regulation, insurance coverage and healthcare reimbursement disputes, white collar criminal defense and corporate investigations. He is a former Deputy Attorney General for the New Jersey Division of Criminal Justice, where he represented the State of New Jersey in multi-district federal civil antitrust litigation, investigations and merger reviews, and conducted other civil and criminal investigations of substantial businesses, including major corporations, involving alleged procurement abuses.
Mr. Donaher’s extensive private practice experience includes the representation of businesses of all sizes, from Fortune 100 Companies to closely held corporations, in matters ranging from securities litigation, shareholder and employment disputes to public utilities regulation. He has handled business litigation before state and federal courts and administrative agencies involving a broad range of commerce spanning the commercial development, petroleum, energy, gaming, telecommunications, information technology, solid waste, manufacturing, utilities, insurance, pharmaceutical and healthcare industries. He has represented corporations and businesses in connection with both civil and criminal governmental investigations. He represents medical providers in reimbursement disputes with insurance companies and government regulators before both courts and administrative agencies.
Mr. Donaher also has an extensive appellate background. He has handled appeals involving all levels of review before state and federal appellate courts. He has appeared in a number of reported opinions.* He is a member of the Bars of the States of New Jersey and Pennsylvania and is admitted to practice before the United States Court of Appeals for the Third Circuit and the United States Supreme Court. He is a member of the New Jersey State and Hunterdon County Bar Associations and the former Chair of the State Bar Association’s Special Committee on Antitrust Law. He has also served on the National Association of Attorneys General Antitrust Task Force.
